Adopt the LICENSES directory structure so we can include both MIT and CC-BY-SA-4.0 license copies with this project. The LICENSES directory structure is part of the REUSE specification [1]. [1] https://reuse.software/spec-3.3/ Signed-off-by: Randolph Sapp <rs@ti.com>

There are still some code snippets from projects that are dual MIT+GPLv2 and GPLv2-Only. These tags weren't enforced, but probably should be moving forward. Need to discuss that later.
