Adds opt-in vcpkg manifests and overlay-port directories for C++ templates. Generated workflows use actions-ext/cpp/setup-vcpkg-cache pinned to actions-ext/cpp@6ded495 so binary caches vary with runner, vcpkg revision, manifest, and overlays.
Validated enabled and disabled Copier renders, a vcpkg dry-run, isolated sdists, and native wheel builds for both variants.
